The law was enacted with the goal of promoting a more efficient, safer, and environmentally friendly model of mobility, in line with climate commitments and people\u2019s actual needs.<\/h3>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-2\" id=\"h-un-nuevo-marco-para-la-movilidad-laboral\" style=\"color:#0f3780\"><strong><strong>A new framework for labor mobility<\/strong><\/strong><\/h2>\n\n\n\n<p class=\"has-text-color has-link-color wp-elements-3 wp-block-paragraph\" style=\"color:#000000\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the law covers a wide range of areas\u2014from urban planning to public transportation funding\u2014one of the provisions that will have the greatest impact on the business community is the one that directly affects sustainable mobility plans in the workplace. Articles 25 through 27 introduce specific requirements that many organizations will need to begin preparing for as soon as possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The law recognizes that <strong>commuting to work<\/strong> accounts for a significant proportion of daily traffic and, therefore, of <strong>pollutant emissions<\/strong>. It therefore places <strong>companies at the forefront<\/strong> of the transition to more sustainable mobility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Articles 25, 26, and 27 establish that certain <strong>workplaces<\/strong> must develop, implement, and update <strong>sustainable mobility plans<\/strong>, with measures aimed at <strong>reducing private vehicle use<\/strong>, improving <strong>accessibility<\/strong>, and promoting <strong>clean transportation alternatives<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Specifically, the obligation affects companies\u2014both public and private\u2014that have regular workplaces with <strong>more than 200 employees or more than 100 per shift<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the regulation sets a <strong>maximum period of 24 months from its entry into force<\/strong> to have these plans in place. Mandatory development of sustainable mobility plans (Article 25)<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Workplaces included in the <strong>legal threshold<\/strong> must have a <strong>Sustainable Mobility Plan for Work (PMST)<\/strong>. Identification of problems, barriers, and opportunities.<\/li>\n\n\n\n<li class=\"has-text-color has-link-color wp-elements-7\" style=\"color:#000000\">Identification of <strong>problems, barriers, and opportunities<\/strong>. Monitoring and evaluation indicators.<\/li>\n\n\n\n<li class=\"has-text-color has-link-color wp-elements-8\" style=\"color:#000000\">Concrete measures to promote <strong>sustainable travel<\/strong>.<\/li>\n\n\n\n<li class=\"has-text-color has-link-color wp-elements-9\" style=\"color:#000000\"><strong>Monitoring and evaluation indicators<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The goal is for each company to have a <strong>strategic roadmap<\/strong> tailored to its specific circumstances.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-column gb-block-layout-column\"><div class=\"gb-block-layout-column-inner gb-has-custom-background-color\" style=\"padding-top:30px;padding-right:30px;padding-bottom:8px;padding-left:30px;background-color:#fafafa\">\n<h4 class=\"wp-block-heading has-text-color has-link-color wp-elements-10\" id=\"h-2-contenido-minimo-y-medidas-recomendadas-articulo-26\" style=\"color:#0fb4d4\"><strong>2. Minimum content and recommended measures (Article 26)<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Among the measures considered priorities are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-text-color has-link-color wp-elements-11\" style=\"color:#000000\">Promotion of <strong>public and collective transportation<\/strong>.<\/li>\n\n\n\n<li class=\"has-text-color has-link-color wp-elements-12\" style=\"color:#000000\">Incentives for <strong>active mobility<\/strong> (walking, cycling).<\/li>\n\n\n\n<li class=\"has-text-color has-link-color wp-elements-13\" style=\"color:#000000\">Promotion of <strong>carpooling<\/strong>.<\/li>\n\n\n\n<li class=\"has-text-color has-link-color wp-elements-14\" style=\"color:#000000\">Management of <strong>corporate parking<\/strong> to discourage private vehicle use.<\/li>\n\n\n\n<li class=\"has-text-color has-link-color wp-elements-15\" style=\"color:#000000\"><strong>Flexible working hours<\/strong> or teleworking to reduce peak travel times.<\/li>\n\n\n\n<li class=\"has-text-color has-link-color wp-elements-16\" style=\"color:#000000\">Installation of <strong>charging infrastructure for electric vehicles<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The law leaves room for <strong>sectoral adaptation<\/strong>, but sets a clear direction: <strong>reduce emissions and improve the efficiency<\/strong> of work-related travel.<\/p>\n<\/div><\/div>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-columns gb-layout-columns-2 gb-2-col-equal\" style=\"padding:30px\"><div class=\"gb-layout-column-wrap gb-block-layout-column-gap-2 gb-is-responsive-column\">\n<div class=\"wp-block-genesis-blocks-gb-column gb-block-layout-column\"><div class=\"gb-block-layout-column-inner gb-has-custom-background-color\" style=\"padding:30px;background-color:#fafafa\">\n<h4 class=\"wp-block-heading has-text-color has-link-color wp-elements-17\" id=\"h-3-seguimiento-actualizacion-y-comunicacion-articulo-27\" style=\"color:#0fb4d4\"><strong>3. Sustainable mobility plans in the workplace will be a key tool for moving towards a <strong>cleaner, more efficient, and more humane<\/strong> model.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For companies that are required to comply\u2014mainly those with <strong>large workforces\u2014<\/strong>the timeline is already in motion: they must have their plan approved and implemented before <strong>December 2027<\/strong>.
