Having a clear strategy is no longer the problem. The real challenge lies in executing it. Many organizations formulate ambitious plans but fail to translate them into metrics that enable decision-making and effective monitoring. The Balanced Scorecard (BSC) was developed precisely to bridge that gap: to transform strategy into a data-driven management system.
Is the strategy being implemented?
That is a question any senior management team should be able to answer at any time of the year. And yet, in most organizations, the honest answer is: we don’t know for sure.
And it’s not for lack of data. Rather, it’s because the available indicators measure accessibility, not relevance; monitoring tends to confirm rather than challenge; and the reporting system ends up being a management document rather than a decision-making tool.
A well-implemented Balanced Scorecard should answer that question. But closing that gap is rarely a technical problem. It is a decision about what the information is really used for within the organization.
From Strategy to Data: The Critical Point
One of the most common mistakes made when implementing a BSC is using metrics that aren’t directly linked to strategic objectives. We measure what’s available, not what’s relevant. And what’s available tends to be what we already knew, what we already controlled, and what already confirmed our view.
A well-designed CMI is based on a more rigorous premise: each KPI must be linked to a business decision. If it does not prompt action or lead to a reevaluation of a hypothesis, it has no real value.
This alignment requires three steps that, in practice, few organizations carry out thoroughly:
- Define specific, prioritized strategic objectives—not as statements of intent, but as measurable commitments.
- Identify the operational levers that actually have an impact on those objectives, distinguishing them from those that are simply easy to control.
- Develop KPIs that measure these impacts on an ongoing basis, using agreed-upon data sources and assigning specific individuals to be responsible for them.
This isn't just a theoretical exercise. It's a practical process that, if done poorly, results in exactly the kind of decorative dashboard that ends up being displayed in meetings without anyone really discussing it.
The four perspectives, put into practice
The classic Balanced Scorecard model organizes metrics into four perspectives: financial, customers, internal processes, and learning and growth.
In practice, what matters is not just adhering to the structure, but ensuring causal consistency across perspectives. The value of the model lies not in the four quadrants, but in the logic that connects them:
- A profitability metric must be explainable in terms of operational efficiency and business performance. Otherwise, it’s just a snapshot, not a diagnosis.
- A customer KPI (satisfaction, retention, NPS) must be linked to measurable internal processes. If there is no process behind it, the metric does not guide any action.
- People and culture initiatives must translate into productivity, quality, or response speed. Without that connection, they become cost centers with no leverage.
In projects implemented within real organizations, it is this cause-and-effect relationship that allows the BSC to evolve from a static table into a practical management tool. It is also the most difficult aspect to develop, because it requires articulating assumptions about how the business operates—some of which may be uncomfortable to voice.
From Definition to Implementation
Designing the indicators is just the starting point. The real challenge lies in integrating the system into the organization’s day-to-day operations.
This requires addressing three areas that are often put off until later:
- Data governance: Data sources must be reliable, consistent, and agreed upon across departments. A KPI calculated differently by different departments does not guide decision-making; it sparks debates about the data that divert the conversation from the substantive issues.
- Frequency of monitoring: Monitoring routines must be predictable and followed consistently. A CMI that is consulted only when there is time does not fulfill its purpose.
- Accountability: Each indicator must have a clear operational owner. Without such an assignment, deviations are observed but not addressed.
This approach enables traceability and the early detection of deviations. But the same logic applies to any management function: without someone in charge, the metric is, by definition, merely decorative.
What sets a functional CMI apart from a decorative one
Many organizations have balanced scorecards, but few use them as a real management tool.
The difference usually isn't in the technical quality of the design. It lies in whether the system was built to confirm or to guide.
A CMI designed to act as a mirror selects metrics that validate the existing narrative. Negative results are put into context. Deviations are explained away. The committee leaves the meeting with the impression that everything is under control because the data says so.
A CMI designed as a "window" intentionally includes uncomfortable metrics. It measures factors that may contradict management's assumptions. It forces conversations that were not originally planned.
In practice, three factors distinguish one from the other:
- Limited but actionable metrics: no more than 15–20 strategic KPIs. The proliferation of metrics is often an unconscious way of diffusing accountability.
- Direct link to business decisions: if a metric cannot lead to an action or a reassessment of a hypothesis, it has no place in the scorecard.
- True integration into management processes: the CMI is not a reporting document. It is the agenda for follow-up meetings. If it doesn't work that way, it's just for show.
When these elements are in place, the strategy moves beyond the annual kickoff presentation and begins to shape day-to-day decisions. And that is where it truly adds value: by ensuring that the strategy doesn’t remain merely a presentation, but translates into measurable results.
IFRS as a common language in auditing and reporting
There is one context in which the difference between a well-structured CMI and a purely decorative one becomes particularly apparent: formal review processes, whether they involve an internal audit, a semi-annual report to the board, or accountability to shareholders or investors.
In such situations, organizations that lack a well-established system of indicators do what they’ve always done: they construct their narrative based on the data at hand, select what supports their story, and leave out what complicates it. This isn’t always due to dishonesty. Often, it’s simply because there is no existing framework that requires them to include the inconvenient indicators.
A truly implemented KPI changes that dynamic. Not because it improves the presentation, but because it establishes in advance what is being measured, how it is calculated, and who endorses it. When the time comes for review, there is no room to redefine the scope of success.
It is also a way of protecting management from itself.
