The Alcobendas City Council monitors the implementation of the municipal strategy, as well as the various plans and programs, both at the organizational level and across the different government departments, offices, and administrative bodies.
The organization needed a tool that , in addition to enabling this monitoring, would allow for the scaling up and implementation of new features, as well as potential integration with other municipal tools and the incorporation of accountability mechanisms to ensure not only the evaluation of public policies but also citizens’ right of access to information (Article 6 of Law 19/2013, of December 9, on transparency, access to public information, and good governance).
The Alcobendas City Council has chosen us to implement MideNet
To address this requirement, we implemented our mideNet tool to support governance, management control, evaluation, and accountability for planning and operational instruments.
The solution is designed to enable an organization such as the Alcobendas City Council to independently monitor its plans; in this case, the Alcobendas City Council has various planning tools at its disposal (Strategic Plan, Annual Operating Plan, Management by Objectives, etc.).
The mideNet solution met the city council’s short-term objectives and allowed them to expand it in the future based on needs that may arise during subsequent legislative sessions or other factors.
Results: Centralized strategic information, continuous monitoring of objectives, and project tracking
The solution has made it possible to centralize strategic information, provide policymakers and technical staff with up-to-date dashboards, and establish mechanisms for continuously monitoring the degree of compliance with objectives, actions, and indicators.
In addition, mideNet facilitates the early identification of deviations, the monitoring of projects using visual methodologies, and the generation of evaluation reports to support data-driven decision-making.
Another significant outcome is the improvement in transparency and accountability. The municipal report itself identifies as an objective the need for a tool that allows for the evaluation of public policies and provides structured information on the progress of the municipal strategy, thereby strengthening citizens’ right to access information and the ability to communicate the results achieved.
In addition, the platform provides traceability across the various levels of planning—from strategic objectives to operational projects and tasks—allowing a single action to be linked to different municipal plans and preventing duplication in management.
This tool lays the groundwork for moving toward advanced models of budget monitoring and results-based budgeting, linking financial performance to the organization's strategic objectives.
