PKF Attest in the 3rd World Congress on Age-Friendly Cities and Communities, held June 16–18 in Donostia-San Sebastián, an international gathering that brought together institutions, experts, and public administrations to share initiatives aimed at building more inclusive and people-centered environments.
In this context, the PKF Attest team PKF Attest in the workshop “Local Care Ecosystems: How Can We Build Communities That Take Better Care of People?”, alongside the Provincial Council of Gipuzkoa and municipal representatives from Aretxabaleta, Hondarribia, and Zarautz.
An innovative, collaboration-based model
During the session, the Local Care Ecosystems model—promoted by the Provincial Council of Gipuzkoa—was presented. This initiative aims to transform the care system based on a community-centered approach.
This approach is based on coordination among government agencies, social and health services, organizations, and citizens, with the goal of providing more preventive, personalized, and community-based responses. It is a model that integrates existing resources in each region and encourages the active participation of all stakeholders.
Currently, this community network is expanding in Gipuzkoa, establishing itself as a key pillar of the region’s social policy by helping to anticipate situations of dependency, promoting social inclusion, and enabling people to remain in their familiar surroundings.


Real-life experiences at the local level
The workshop was attended by Maite Peña, the deputy in charge of Social Care and Policies, along with the mayors of Aretxabaleta, Hondarribia, and Zarautz, who discussed the practical implementation of the model in their municipalities.
The experiences presented have highlighted the flexibility of this approach, which can be adapted to different local contexts while maintaining a common vision: to strengthen community-based care through a preventive, person-centered approach.
A model recognized throughout Europe
The Local Care Ecosystems model has recently been recognized by the European Social Network (ESN), which has singled out the strategy implemented in Gipuzkoa as one of the best examples of public collaboration in the field of social services.
This recognition highlights the model's ability to foster inter-institutional and intersectoral networks, improving the quality of care and providing integrated responses to complex social challenges.
