The law promotes investment in innovation, boosts public instruments to support the start-up ecosystem and strengthens public-private collaboration in order to boost the growth of these companies.
The general objectives of this law are as follows:
- To promote the creation, growth and relocation of emerging companies in Spain, especially micro, small and medium-sized entrepreneurial companies, and to establish conditions that favor their capacity for internationalization.
- Attract talent and international capital for the development of the Spanish start-up ecosystem.
- Stimulate public and private investment in emerging companies.
- To favor the interrelation between companies, financing agents and territories to increase the possibilities of success of emerging companies, with special attention to the promotion of poles of attraction of emerging companies in rural environments, and especially in those areas that are losing population, for the sake of greater social and territorial cohesion.
- Promote the rapprochement between vocational training and universities and emerging companies.
- To contribute to increase the transfer of knowledge from the University and public research organizations and other public agents of the Spanish Science, Technology and Innovation System to the business world.
- Eliminate existing gender gaps in the Spanish start-up ecosystem.
- Support the development of poles of attraction for companies and investors.
- Promote innovative public procurement with emerging companies.
- To guarantee the efficiency and coherence of the state system of aid for innovation-based entrepreneurship.
- Promote participatory monitoring of the evolution of the Spanish start-up ecosystem and the results of this law.
