PKF Attest has collaborated with different City Councils with the implementation project of its mideNet tool for governance, management control, evaluation and accountability of the Urban Agenda*.
The main objective of the project developed by PKF Attest, in collaboration with several municipalities, has been to help fulfill the Spanish Urban Agenda, an ambitious plan that establishes a roadmap to transform towns and cities into more sustainable, inclusive and welcoming spaces by 2030. In this context, our mideNet tool has been key to address the challenges and facilitate the implementation of local action plans.
The challenges of the project with municipalities to comply with the Urban Agenda
Municipalities have faced significant challenges in implementing the Urban Agenda, such as:
> To energize projects and manage committed funds.
> To have reliable information on the degree of implementation of the agenda.
> To be accountable to citizens and third parties for the execution of projects.
> To make the Urban Agenda visible within the organizations, providing each person in charge with effective control of his or her area.
The proper management of these challenges was essential to ensure that the strategic and specific objectives of each urban agenda were met in a timely manner, adjusting to the particular needs of each municipality.
Strategy applied
From PKF Attest, we have adopted a strategy based on simplicity and scalability to accompany municipalities in the digital transformation necessary for the proper implementation of the Urban Agenda. The project was structured in several key phases:
1º Consulting and analysis:
In this phase, we conducted an exhaustive diagnosis of the existing planning tools (strategic and action plans), identifying those responsible for each project and indicator.
2º Implementation of mideNet:
mideNet was adapted to the needs of the municipalities, through parameterizations and specific developments, ensuring the operation and alignment with the Urban Agenda.
3º Change management:
Preliminary data was loaded into mideNet and the administrative team was trained in the use of the platform, ensuring that the solution was used optimally.
In later phases, PKF Attest and the Organizations will work together to ensure the integration of mideNet with existing applications and:
4th Automation
Automate the capture of information from other sources and/or existing applications (file manager, etc.).
5º Deployment of mideNet
Deployment in Suite of applications used in the organization. MideNet is integrated with Microsoft Teams to simplify interaction.
6th Design and integration
Design of web portals to be integrated into the corporate website in order to have a space for accountability.

Results in the mideNet project
With this mideNet implementation project, it has allowed municipalities to have a tool that integrates the set of monitoring and evaluation indicators proposed in the Spanish Urban Agenda. These indicators are adapted to the starting situation and the context of each of the cities and urban areas achieving:
> Reduce the time and effort dedicated to reporting management and information capture, optimizing resources and reducing costs.
> To have a standardized database that facilitates decision making by eliminating duplications and redundancies in the information.
> Effective integration with other tools and applications, thanks to the APIs available in mideNet, achieving a unified digital ecosystem.
> Greater transparency and accountability through the automation of reports and their publication on corporate web portals.

Our experience and the use of mideNet has proven to be a scalable, adaptable and sustainable solution that allows municipalities to meet the objectives of the Spanish Urban Agenda in an efficient manner. With PKF Attest, municipalities not only optimize their resources and simplify project management, but also gain in transparency and accountability to citizens, ensuring compliance with sustainable urban development goals. *What is the Spanish Urban Agenda?
The Spanish Urban Agenda is the roadmap that will set out the strategy and actions to be carried out until 2030 to make Spanish towns and cities friendly, welcoming, healthy and conscientious areas of coexistence. It is a real "à la carte menu" so that all public and private actors involved in cities and seeking equitable, fair and sustainable development from their different fields of action, can draw up their own Action Plans.
Order TMA/957/2021, of September 7, governs the regulatory bases for the granting of aid for the development of pilot projects for Local Action Plans of the Spanish Urban Agenda.
